Governor of the National Bank of Cambodia

Early life and education

Born on January 1, 1981, in Phnom Penh, her father is Xie Chandu and her mother is Khieu Sina. She attended Bak Touk Primary School in Phnom Penh. In 1989, at the age of eight, her family sent her to study in France. After graduating from junior high school, she went to a high school in Singapore.

After graduating from high school in 1999, she continued her studies at Victoria University of Wellington, New Zealand, graduating in 2002 with a Bachelor of Accounting and Finance.

In 1999,Serey Chea began working at the National Bank of Cambodia. After graduating with a bachelor's degree in 2002, she worked in the Banking Supervision Department of the National Bank of Cambodia. She was subsequently promoted to Deputy Director of Technology and eventually rose through the ranks to become Director of Technology and Assistant Governor of the National Bank of Cambodia.

In 2010, she obtained a Master's degree in Banking from the University of Oriental and African Studies in London, UK, and in 2019, she obtained a Master's degree from the Lee Kuan Yew School of Policy Studies.

In 2021, Serey Chea received a PhD in Economics from the University of Adelaide, Australia. She also received a short-term degree in Financial Development from the Kennedy School of Management at Harvard University in the United States in 2006 and a Certificate in Business Studies from the University of Sydney, Australia in 2007.

In addition, Serey Chea holds many other important positions and posts, including: Member of the High-Level Commission on Gender and Women's Inclusion (2016-2018), Member of the Board of Directors of the Khmer Foundation (2017-2021), Member of the World Bank Women's Advisory Board (2018-2021), Founder of the Rasme Komal Foundation, Chairperson of the Board of Directors of the Cambodian Economic Association, Member of the World Young Leaders Forum and Member of the Global Council of the Global Fintech Institute.

Impact & Recognition

Under her leadership, the National Bank of Cambodia has gained higher international recognition for its governance and innovation.

NBC, led by Serey Chea, was rated among the top central banks in Global Finance Magazine’s 2025 Central Banker Report for effective policy leadership.

Her initiatives have expanded financial access, boosted digital adoption, and supported Cambodia’s economic modernization.

Major Contributions

1. Promoting Financial Inclusion & Credit Transparency

Under her leadership, NBC established a national credit bureau system, significantly improving access to credit and increasing transparency in Cambodia’s financial sector.

2. Driving Digital Payments & Financial Technology

Serey Chea led the development of the Bakong payment system, Cambodia’s national digital payment infrastructure.

Bakong connects banks and mobile payment providers, enabling millions of Cambodians to use digital wallets and access cashless financial services — especially in rural areas.

3. Advancing Green & Sustainable Finance

She integrated sustainability into Cambodia’s central banking agenda, launching green finance frameworks and working with international institutions to promote environmentally friendly investments.

4. Enhancing Cross-Border Payment Cooperation

Serey Chea spearheaded partnerships with China and other regional countries to enable cross-border payment interoperability and expand the use of local currencies such as the Cambodian riel (KHR) and Chinese yuan (CNY).
